Office for National Statistics: Internet delivery strategy for the 2011 census project
Background
The next UK Census will be held in 2011 and for the first time households will be offered the opportunity to complete their questionnaire on-line via the Internet. The Office for National Statistics (ONS) wanted us to agree an overall strategy, highlighting constraints and recommendations in design, delivery, service operation and integration for an online completion system.
What we did, and how
Our approach was to combine robust, detailed analysis of the future market with our detailed insight into the way that citizens’ use of and attitudes to digital platforms are developing. The pace of change is so rapid that it was critical to combine existing insight with accurate predictions, in order to make the right choices for the UK digital landscape in 2011.
Results
- Based upon our strategy and our input to the Statement of Requirements, the ONS now has the information required and the confidence to progress the procurement of services to deliver the 2011 Census online
